Because the Canadian Northern and Grand Trunk Pacific were built so much later than the CP, they had to have easier grades in order to compete on cost. Of course the construction cost bankrupted them, but the federal government, by way of CN, bailed them out in the end. Even through the Rockies, CN's mainline grades are in the range of 1% or less.
