Handicap on Park cars?

Were the Handicapped Lifts installed when these cars were completely refurbished or at a later date?  The photo is of the Prince Albert Park car.

The Prestige Park car contains a Prestige Sleeper class cabin and a wheelchair accessible cabin.  The car was HEPed by VIA in the the 1990-1993 period (Silver & Blue) and the configuration remained the same, 1DR-3 Bedrooms-Lounge-Obs. In 2014-2015 4 cars were rebuilt into the present configuration (Prestige) with two wheelchair lifts added.

That means no steps and traps, so must be coupled to another car with vestibule adjacent ?

Actually, the Park Cars originally had 1 Drawing Room and THREE Double Rooms. Now just one Prestige Cabin and one ADA room. Not complaining, just clarifying........

Correct.

The wheelchair lift allows the occupant of the accessible room to be lifted into the vestibule of the Park car and then make an immediate 90-degree turn and enter the room at one end of the washroom. See first photo, looking out through the washroom toward the vestibule.

The bedroom also has a door off the side corridor, seen in the second photo looking into the bedroom from the washroom.

The layout is far more spacious than the washroom in a conventional Prestige room.

VIA made a nice ADA room out of former rooms C&D (and a bit of extra).....

Sadly, those wheelchair lifts do not work. A few trips ago I was talking with the Park car concierge about those. She told me they never worked properly and VIA has given up on them. So a passenger in a wheelchair must depend on the hand-cranked lift that is used at many other stations. The stations on the route of the Canadian that are equipped with this lift are very few, so I have been told. So passengers needing the lift are limited as to where they may entrain and detrain. I'm surprised that VIA gets away with this.

Is there a Canadian version of the Americans with Disabilities Act?
