Washing Windows on the Canadian?

On July 25, 2022, I was on the Canadian #2 in Jasper.  All the dome windows were cleaned except on the Park car (video one). Why?   I was on the same train in 2016, and not only were all the dome windows cleaned but also the side windows. (first photo)  Change in policy or just poor work this year?
