(pardon the window glare from the curved Skyline dome car glass)
I'm thinking it is an ex-NAR tank car relegated to OCS diesel fuel service with CN. With the quick and limited time I've had to observe the details of the car, it appears to have an underslung compartment that just might contain a small power plant and pumping system to dispense the cars contents.
