Canadian Railroads > MoW tank car

During several of my recent trips on VIA Rail's #1 'The Canadian", I photographed this veteran tank car sitting on a stub track at CN Devona, AB Mile 214.6 CN Edson Sub. (pardon the window glare from the curved Skyline dome car glass)
I'm thinking it is an ex-NAR tank car relegated to OCS diesel fuel service with CN.
With the quick and limited time I've had to observe the details of the car, it appears to have an underslung compartment that just might contain a small power plant and pumping system to dispense the cars contents.

The car has been around for quite some time in non-revenue service.

With all of the wild fires they have had in the past few years I would bet that this car carries water for fire fighting.
