Passenger service is still disrupted.  GO Transit says there will be no trains for the usually busy Easter week-end.  There will be the usual train service between Toronto and Burlington with connecting buses to and from Niagara Falls.  VIA is not taking bookings for the Maple Leaf until Sunday the 5th to Toronto and from Monday the 6th from Toronto.

Does anyone in the area know why it is taking so long to re-open the line?

The rail line has partially re-opened after six days.  The VIA-Amtrak Maple Leaf went through to Toronto on Sunday evening and departed Toronto this morning.  GO Transit says their trains are still suspended.
