I have a question.  Go train sets with the F7s came to Metrolink in Los Angeles after the 1994 Northridge Earthquake. They were unpowered then. Were they always unpowered under Go Transit operations?

Yes.  Since Rapido will be producing these (known as APCUs by GO Transit) in HO scale, they put together a nice history page on them:
