It is indeed the Zugspitz railway which goes up Germany's highest mountain, right up against the Austrian border. and which starts at Garmisch on the Munich to Innsbruck via Mittenwald route. (Did I catch a glimpse of a mainline electric shunter at the end at the end of the film?). The line is interesting because it has a relatively flat adhesion section, worked conventionally (or at least used to be!) with a loco pulling three carriages and then a rack and pinion section up to the summit, where one of the carriages would be propelled by an electric motor car.
