The Albatros klub own the only operational fomer CSD class 498.1 Mountain, possibly Europe's most modern steam locomotive, but they are based in Bratislava in Slovakia, which is next door to the Czech Republic https://www.facebook.com/Albatros-klub-280474108662277/ On the narrow gauge the 750mm JHMD in southern Bohemia runs steam trains on certain days, it's not a heritage operation, it runs daily services with railcars and diesel locomotives and includes some mixed gauge trackage http://www.visitjindrichuvhradec.cz/en/transport/rail-transport/narrow-railway-tracks-in-jindrichuv-hradec/12-12/ You could also try contacting the Czech Railway Museum, they maintain a number of operational locos http://www.cdmuzeum.cz/en/ I would recommend getting a copy of Platform 5's Czech and Slovak Railways locomotives, multiple units, metros and trams by Robert Pritchard.
