Would this have been a local/commuter train?

I'm inclined to say yes.

Most likely.

Cologne Cathedral had to have been a WWII paratrooper's nightmare- among all the other nightmares of WWII.

The equipment appears that of local commuter train service.

Definitely commuter train, old style cab car with older orange-cream paint scheme.

Except that no American or British Paratroops dropped on Cologne during WW II. The nightmare was reserved for bomber crews!

Dresden took the brunt of the bomber nightmare being firebombed to the ground in most cases.
They restored the buildings amazingly back to original. A beautiful city to visit and lots of great rail service around the area including schmalzbahn.
