It definately was when she visited Australia back in the 80's.

Yes. Here's a photo from 2009 when the locomotive was being extensively overhauled at the National Railway Museum workshop. The corridor is evident.

Here is a view I took, going through the tender tunnel during a trip on the flying Scotsman when it was on tour in Canada 1970. My understanding that the tunnel was used by crews to change off "on the fly" during trips in regular service. The relief crew rode in a compartment on the train and at the half way point in the trip would go through the tunnel and relieve the crew on the engine.
From what I recall the tunnel was very cramped, noisy and quite the experience...
