Why are trains running between Oslo and Voss and not all the way through to Bergen?

The line from Voss to Bergen is closed as they finalize the new tunnel construction coming out of Bergen. The line should reopen in the next week with the new tunnel in operation and the old one shut down for a 2 year total rebuild, then they will have both open between Bergen and Arna. All this info is from RailCowGirl who post cab ride videos on YouTube and is a driver on that line.
