There is no information regarding the location of this derailment, but it can probably be safely assumed to be in the vicinity of Oxford.

One bogie of a brake coach mysteriously derailed on plain line, no sign of damage to sleepers, rail or chairs - could this be a training exercise?

I don't know that any but the one man wearing a brimmed hat is a "suit".  The others are wearing caps that I associate with workers.

That "outfit" or "wreck" car (wonder what the Brit term is?) seems particularly long for equipment in Great Britain.

They are usually termed 'breakdown trains' here.
