The article makes it sound like scrapping the line was the price for some votes to keep Boris Johnson.

That's something that the majority of Tories would want, and Boris Johnson will do anything to maintain power.

The NYTimes has a short piece about many people in Leeds expressing unhappiness about the cut. Traffic is terrible, and this looked like a good alternative.

Different bit. The section they cancelled last week is in North West England, linking HS2 with the WCML. Would have resulted in substantial cuts in journey times for towns in the far NW of England and Scotland to London and the South.
