Labor Agreement Feb 7

I keep thinking there was a labor agreement referred to as the Feb 7 agreement whilst I was on the TRRA 1970-1978.  I also recall an agreement whilst I was in college 1959-1963 that guaranteed ORT tower operators 40 hours per week, which as a great thing from my point of view.  Were they the same agreements.  The ones on the TRRA I think involved train, yard and engine crews.

Thanks, rantoul.  I have not been successful in accessing the rrb.gov site but will keep trying.  Any hints?
