This project will add another tunnel, offering a considerable increase in capacity over the current century old tunnels in use.
This tunnel is similar to the 1995 proposal which foundered on Amtrak's demand that NJ Transit pay for the tunnel, but Amtrak would own and dispatch it. When NJ refused, they were forced into alternatives that did not involve Amtrak owned Penn Station.
