OK - so it's technically not a railfan viewing platform, but we'll take what we can....
The new footpath across the CSX main at CP Locust was opened recently, and it affords good views of the CSX main and the Amtrak Northeast Corridor and 30th St. Station are visible across the river, as is the high-line freight connection.
This bridge is part of the new recreation path connecting Locust St. and the South St. bridge, along the river and next tot the CSX main. The riverside trees that previously blocked the view from South St. have been removed, and construction of the rec path boardwalk over the river (not enough room between the tracks and river) with a ramp to the South St. bridge should allow more access to good spots.
Added bonus to keep one occupied between trains - a new dog park below the bridge has a good view of the romping pups and their owners...in addition to the usual people-watching opportunities.

Info sign and dg park. Unfortunately there is mesh on the bridge that blocks a view down the tracks

You'll have to ask the City Fathers to install a few "Camera Ports" in the fence.

Two questions:

How's the view of the NE Corridor? and;

ball park, how big is the mesh? Looks like you had no problem shooting through it.

The mesh is fine enough to obstruct and soften all but a small point&shoot lens, but it's only on the span that runs over the tracks.

The NEC view isn't great; better to use the similar bridge at Penn Park on the other side of the river.

The mesh on the pedestrian bridge are about 1/2 " wide - as previously noted, enough for only a small-lensed point and shoot camera.
THe NEC view is not ideal for photography - the expressway is in the way- but you get a clear view of trains passing. The South St. bridge to the south of this location is better for viewing the High Line, NE C and CSX simultaneously, and when the path between this bridge at Locust and the South St. bridge is complete, it will make it much easier to move between prime locations.
