GE Tier 4 status questions

It is my understanding (am sure corrections will be forthcoming
if I'm not correct) that General Electric, for domestic units - -

-- is able to ship new units in 2015 that are not Tier 4 compliant
using "energy credits" from prior production, and
-- for each "energy credit" unit shipped in 2015, a Tier 4 compliant
unit must also be shipped in 2015 -- "one for one"
-- Tier 4 certified production unit shipments (not "test" units) projected
to begin  3rd quarter of 2015

Questions:  (no speculation please, just facts)

1)  what is status of above
2)  Date of Tier 4 Certificate of Conformity for engine family(s) as per
part 1033 of the Regulation

Haven't seen much on this topic lately (other than press releases) and
am curious as to actual status.

Doesn't look like they have received their certification yet.

BNSF 3916 was released from Ft Worth after testing and is now in San Antonio, TX for emissions testing
