A Northeast where is it

I was calling on some customers today and saw this milepost on an active rail line. This line currently doesn't go all the way to "R" but it used to.

Could mean Rochester. Falls Road?

We have a winner with the Falls Road Railroad. This was taken in Gasport NY. The line continues to Brockport NY. Conrail tore up the line from Brockport to Rochester in 1994. Great guess!
