Are there less intermodal trains on the Albany Div?

Back in Aug. 1999, shortly after CSX took over Conrail, the following van symbols operated:
RL= NJ Terminal on the River Line
CHI= Chicago area ramp
ESL= Rose Lake, IL ramp

Q119 BOS-CHI
Q167 WOR-CHI
Q116 ESL-BOS

Q161 RL-CHI

Q112 CHI-RL
Q150 CHI-RL

18 trains/weekday except for Sun.-Mon. From what I hear on the Mohawk radio stream I don't think any where near this many vans are running between Selkirk and Buffalo today. Seeing the way Amtrak loses time following 15,000-ton land cruisers, I can't help but believe that the vans are also being slowed down by the drag freights. Could it be that CSX's hesitation to pay maintainers to work switches at non-strategic locations during the winter, forcing everybody into a single file march, has caused velocity to decrease to the point where NS is getting more of the east-west business?
