FRA Inspection Train in a WV Winter Wonderland

An unusual train has caught the attention of many West Virginia railfans along Watco's Kanawha River Railroad on this day. An FRA inspection train has come to examine the mainline along the former New York Central between Nitro and Alloy and the former Virginian Railway between Alloy and Elmore. Even more unusual for the area is the presence of a Canadian National painted former Elgin, Joliet, and Eastern EMD SD38-2 on the train.

What begins as cloudy day quickly turns into a winter wonderland as evidenced by the weather as soon as the train gets on the Virginian from the NYC at Alloy, WV.

Really nice. Beautiful "scenery" but then it is WV. Is the EJE diesel borrowed, leased, owned?

None, it is simply run through power from when CN handed it off to NS at Toledo a few days prior.
