So that was the conductor of the A750 on the ground conducting the prescribed inspection of the Q441?

Yes, engineer was on the ground on the other side.  Under a recent rule on CSX if the train is stopped and the conditions are safe, both crew members are required to do a ground inspection of the passing train.
 

It seems unusual for an intermodal train to wait for a manifest. Is this related to siding capacity?

No, it's a local going to Savannah and had to go straight through the interlocking.  It was also extremely late (usually comes north in very early morning) so perhaps they didn't worry about holding it up.

they must have had only the 12 axle flat to haul the tank. it doesnt need that heavy a car.

The real story here is that CSX has a train shuttling containers between 2 port cities a couple of hundred miles apart, at the most. Can anyone provide any insight as to what freight is moving on A750? Does it involve repositioning of empty containers? Or are they delivering containers from a port that is called by a steamship company which does not call the other port? Or, since many of the containers appear to be Schneider Truck Lines boxes, is this just some sort of short haul domestic move (seems unlikely).
And fact-based insight would be appreciated (as opposed to speculation).
