This time the lease to a short line goes to Dover & Delaware River RR, a newly formed unit of Chesapeake and Delaware LLC, which already owns Dover & Rockaway River. The lease involves ex-DL&W lines (eg, Washington Secondary) in New Jersey (see map). A new shortline, Dover and Delaware River (DDR), will also handle NS' local freight activity on New Jersey Transit (eg, Morristown line and Gladstone Branch) including interchange with the Morristown and Erie RR and the Dover & Rockaway River RR. DDR is to service 11 customers via 107.9 route miles with total revenues expected be < $5M. DDR ops to begine early January 2019. Here's the STB filing:

So for those keeping score, this is the third NS freight ops to short line lease agreement announced in the past month or so:
- Watco's Ithaca Central leasing NS' Ithaca Secondary
- ESPN/Regional Rail's Middletown & New Jersey extension of trackage rights west from Campbell Hall to Port Jervis
- and now the DDR lease agreement.

How many customers are left on the Gladstone line?

Years ago the Gladstone and Montclair electric lines supported their own switch jobs.

Fwhat was the final disposition of NS locals on this line?

At one point, there was Allentown to Washington. And Washington to Dover, and Dover east to Boonton, Totowa, and Berkeley Heights?

This is different than Precision Scheduled Railroading as implemented by other roads. Notice that lines NS owns are being leased, such as the Ithaca Secondary. NS has not yet sold lines outright, much like CSXT is doing. It seems they may employ a different approach, and only implement parts of PSR that make operational sense.

The links to the STB docs have been fixed (I think!). Not sure what happened...

H65 ABE-washington was down to 3 days a week, i heard.  The main purpose of that local was to serve the BASF plant in washington, which shut down
Dover local ran to washington 3 days a week to interchange with the Allentown local, and served the M&E, D&R, and the few industries left on the NJT lines and totowa spur. It was a ridulous operation, with it sometimes takin a car 3 days to go 50 miles,  Takeover of operations on Washington line after BASF closing, has been rumored for years. NS crews were always making sure they were on the road for 12 hours. (This is New Jersey).   Hopefully this will all be a good thing for rail service and customer service.  The Chesapeake and Delaware ppl made the pitch to operate all this trackage (incl the Chester br, High br branch, Rockaway br) saying they would actively try to get more industry and shippers on these lines.  Everyone doubts they can build traffic, but we'll see.   Rumor is also that they will lease NS locos to run on NJT for now, as they need cab signals and PTC.  Maybe they'll just but some equipped  NS GP-38's.  NS has slowly been unloading their older GP-38's.

I know that service to Totowa eroded to nothing at all. The Boonton area shippers and Mars may be the last substantial traffic.

Mars doesn't get anything by rail - directly.  They do get raw materials from a trans-load on the NYS&W at Sparta Jct.

They do / did have a spur into the back of their factory. Assuming they still make candy there.

Here is the list of customers the DDR expects to service (exhibit B of the filing). Q: how will DDR service KNF Flexpack at Tamaqua, PA given the RR doesn't run there? Is there a transload facility in NJ for KNF Flexpack?
