Is Amtrak 19 and 20 not running certain days of the week west of Atlanta due to NS track work?  Thanks.

Indeed they are. What is refered to as the "Annual Shutdown"  of the East End District (Bham- Atl) that occurs starting the first week full week in January and goes into the first / second week of February,
A curfew M-Thur for 8 1/2 hours a day.. 8am to 4:30pm CST.  On those days AMTK 19 & 20 only run between ATL & NYC.  This year there are 5 MOW gangs scattered out across the entire 130 + mile segment. From Heflin eastward it appears that rail replacement in the curves is the main project.
