I'm guessing they are empties coming back from Florida.  There's a large Martin Marietta quarry in Georgia.

The loads are from a quarry just north of Macon, GA.  In Jacksonville, NS serves a Martin Marietta facility just north Simpson Yard. The rest of the loaded rock seem to go to FEC.
