Allegheny Valley RR (AVR) has filed with the STB that it will be buying 47.5 miles of rail line in and around Pittsburgh, Pennsylvania that AVR has leased and operated since 2003. The proposed acquisition of rail lines which AVR has leased for more than 15 years will not result in changes to AVR's existing rail service and operations on the Subject Rail Lines. AVR' s proposed acquisition of the Subject Rail Lines does not involve any provision or agreement that would limit future interchange with a third-party connecting carrier.   AVR intends to consummate its acquisition of the Subject Rail Lines from CSXT on or shortly after May 15, 2019.

Any clue as to why CSX would retain ownership of that stretch of track between Glenwood and the bridge crossing the Allegheny River? That seems odd. Perhaps it has something to do with Amtrak since that is where the Capitol Limited crosses over from NS to CSX.

Would CSX retain any trackage rights over parts of the AVR?

That is the single track portion that AVR and Amtrak operate on. South of the tunnel it is two tracks and I suppose AVR is buying one, CSX keeps the other as well as the single track Amttak portion. Alleviates the short line from amintaining the higher standard of track required by Amtrak.

Damn shame CSX stopped using the P&W and ripped out the signaling.  I guess that was inevetable after the purchase of the P&LE.

Also gives them access to the NS interchange if they need a detour route
