Are the SD70M-2's that unreliable or is there another reason why they are one of the models that are placed in storage?

The SD70's are currently being converted to AC traction SD70ACC's, but the SD70M-2's are just part of the current "surge fleet" and are stored when not needed. Another reason they are unpopular and among the first stored.
