I saw this report also.  The I Team thinks their few questions will correct this. Ha ha ha, they don't know railroad culture!

1) Who was there first?  Answer:  The railroad
2) Who owns the land where the railroad operates?  The railroad
3) Who has been running trains there 24/7 for 100 or more years?  The railroad
4) Why was the house near the tracks cheaper than others in the town?  The railroad
5) Who knows that such NIMBY complainers are actually total idiots?  The railroad
6) Who knows how to seem sensitive while ignoring them?  Tha railroad

ADD ONE MORE: the realestate sales person saying, " the trains don're run here any more" or " they are going to close down this track."

I didn't see anything in the story that made anyone look like an idiot.  The neighbors are asking a perfectly logical question for anyone who doesn't live in our little world of railroading.  The general public has no idea that leaving locomotives running is standard procedure.

The General Public has no clue about much of anything anymore let alone this. Only if it "bothers" them in some way does it become noticeable. Ben

Who was "there first" makes no difference. They should keep their noise on their own property.

If you move in beside an existing neighbor and suddenly he begins playing loud rap music all night long, will you say "its okay because he lived there first"?
