That's quite a high water enabled switch box on the left. Considering the track is already a good 15 feet above the river level.

It's higher than that since the C&O Canal bed and towpath/trail is between the river and the railyard.
The raised patforms are used between Harpers Ferry and Tuscarora, east of Point of Rocks because the record flood in this area is 36.5 ft. set in March 1936 which put 6 ft. of water where this picture was taken, and water into the westbound station that still serves MARC.
As late as Sept.1996, 2 to 3 ft of water covered this area in flooding , and came up to the front step of WB Tower.
 

Sixty for passenger and forty for freight seems a little high to me considering the curvature and lack of super elevation on the track.
