UTLX has shops in Muscatine,Ia and East Chicago,Indiana that can do tank car cleaning.

Patriot Rail in East Chicago has a cleaning facility too. From my experience; not many products they can’t clean and they do a good job.

Do some companies that use the cars still do it in house? IIRC, my sister-in-law cleaned tank cars at Lever Brothers in Hammond during  a summer when she was in college. She talked about having to wear a special suit and boots.
