Here's an interesting Railway Age article summarizing some research on PTC that pretty much confirms much of the commentary on this site:  whatever else PTC may be, it has no benefits for--or even concern for--railroad customers.

This is a name for delivery of cars, either full or emplty.  "last mile or first mile"  It involves railroads being on time with delivery to shippers, not just toting the freight across the country.
