Except in a very small handful of locations and circumsances, the train always has the right-of-way while street running.  Notice how the "no left turn" sign is lit up. The traffic signals are most likely interlocked with the tracks. When a train is present, cross-traffic is given a red light and parallel traffic is prohibited from turning into the path of the train. There are still crossbucks present at the intersections to indicate that the train has the right of way.
