Question on Helpers around Altoona

Hello.   

I saw 3 4 unit SD40E helper sets during the day on NS so far.    Two west on a double stack and a mixed freight (with a 3 unit DPU set behind a string of ballast cars) and the usual eastbound coal drag.   Are there different tonnage requirements during snow, colder weather over the mountain?    Could just have been heavier trains today or trains that might have been combined perhaps.
