It's not kosher terminology to call this a work train....with a W number it is a train of work equipment enroute, given the consist it could be that the head end cars will be a work train, but the equipment cars once unloaded will just sit waiting to be reloaded.

If the car inspectors do their job in Waycross(if it goes in the yard) about half will be set out for flat wheels.

You got that right.....except they won't be given more than a cursory inspection.....only foreign cars get really picked over, since it pays to make repairs on those!

Railroad company equipment is out of jurisdiction of the FRA inspectors account they to not carry "interstate commerce".  The FRA is interested if they feel that there is a problem where one of the Company's car could cause a problem interfering with the movement of interstate commerce per the SAA.  Later in 1913 a Judge included intrastate commerce could be considered, but private company equipment is what the company wants, flat wheel and all. Once had a ICC man climb over a rail train and got a lot of grief, so our Mechanical Dept heads went over the train and end result, it left on its schedule. They can not write fines on MoW.

The car inspectors don't even have to look at wheels any more to find flat spots. There are detectors along most main lines that do that job and reports are sent to dispatch and car maintence personnel. They are called WILD which stands for Wheel Impact Load Detector.
