If they don't work, you'll want to get them working before you paint, unless you have them just for a display item. To keep paint out of the inside of the throats of each "bell" (the individual "trumpets" are called bells) just stick a piece of wadded up paper inside. if you're going to strip off the old paint, don't sandblast them; have them media blasted instead.
