New train symbol, NS 23Q?

I’m in Blandon, PA and am watching a stack train with mostly EMP containers, the train is calling signals as a 23Q. I didn’t see this symbol on the usual websites, can anyone shed some light on its origin/destination?
As a side note the NS 4004 is the second unit.

It's an extra train.  23Q-27 is Croxton, NJ - Global 2, IL (UP).

Considering there is no service that currently exists between Croxton and Globl 2, more of a repositioning move? Only thing that is close is 23M, but that's out of E-port
