Those numbers have been pretty consistent for some time. Still don't understand why the UP Held and Dwell numbers
don't match up.

Phil; we had swapped emails a week or two ago concerning NS’ service metrics. Since that exchange, not only has NS recalled all furloughed conductors on the Atlanta Terminal, Atlanta North and Atlanta South Districts but, they are actively looking to recruit conductor trainees in Atlanta.

Apparently someone is determined to avoid the kind of service meltdowns that occurred coming out of the 2008 recession as well as the traffic surge that occurred in 2014.

The DWELL is average hours cars are held in a terminal.  The HELD is for trains having not moved in 4 hours or more. 
Here is are the numbers that populate the graphs.8 Week Average
