Berea construction?

East of the Berea OH tower are steel beams. They are relatively short-20 feet long. What is under construction?

I was curious about those as well. They were there a month ago when I was in town.

According to local news (The Berea News Sun) NS is replacing a deteriorated bridge over North Rocky River Drive. It is located about 1/2 mile west of milepost 194, and is parallel to the CSX tracks (former Big Four).
The bridge is also a low clearance road bridge, subject to much abuse by high trailers in spite of the warnings. It does not appear that it will be raised by reading the information in the article.
I am a local resident, so maybe I can find out from the city.
