CSX Law Enforcement Unit leads Q561 at Fostoria - slow gates?

On Thursday afternoon 10/21/21 at 1355, as captured from the Fostoria Live Cam, CSX 3194 Law Enforcement Unit leads Selkirk to Cincinnati manifest Q561 west through Fostoria on the B&O main at perhaps 20mph. Note that Poplar St crossing gates are still in the process of coming down as 3194's pilot nears the pavement - perhaps the gate circuit needs re-timing? When Baltimore to Chicago IM train I137 passed at 1842 at perhaps 30mph, the Poplar St gates were completely lowered before the train got to the crossing so there must be a train speed threshold for how far in advance to lower the gates for slow wb trains and fast wb trains somewhere between 20 mph and 30mph?
