A Little Norfolk Southern MOW Help

I am going through my collection of photos and came across these two that are not documented. NS Mon line near Mather, PA. Can you help ID these two peices of MOW equipment.

The first is a tamper and the second a ballast regulator.

Tampet and ballast regulator. See them all the time up here in the Chicago Line.
