A Little Norfolk Southern MOW Help

I am going through my collection of photos and came across these two that are not documented. NS Mon line near Mather, PA. Can you help ID these two peices of MOW equipment.

The first is a tamper and the second a ballast regulator.

Thirty-five years ago I worked for a subsidiary of HARSCO.  The current name evolved from Harrisburg Steel Corporation - f.y.i.

Tampet and ballast regulator. See them all the time up here in the Chicago Line.
