The answer is obvious; the railroads "donate" a lot of money to Congress.

Not only that, but Wall St owns many congressfolk, from both sides.

Factual? What about this line?

"The truth is that the rail strike is being provoked by railroad managements that have absolutely refused to give in on a central goal of the rail unions: the provision of paid sick leave."

A central goal? That is not what I've gathered from reading comments on TrainOrders.

It sure seems to be one of the facets of the entire "quality of life " issue.  The author didn't say it was THE central goal but one of them.
