2. What’s he doing (Brunswick, Maryland, 5/24/23)?

In respect to your second photo, I don't know if you're using a pun, or not, but I'd say that looks more like a "SHE." ...And that's a good question!

There are similar trackmen with similar rigs on the NS.  On the NS, they are paint spotting ties for replacement.

There's a hand-operated Sperry rig like that I've seen. It's used for miter joints on bridges and things like that. There's a little tank with a pad that puts gel on the rail to facilitate the test somehow.
