To get CCX (Carolina Connector IM ramp, Rocky Mount, NC) stack cars to North Baltimore and Chicago as there is no direct Chicago (or North Baltimore) train pair serving the relatively new CCX. Probably not enough volume (yet?) to justify.

But now with BNSF partnering with CSX on IM moves, combined with BNSF IM service from California and the PNW direct into North Baltimore, perhaps volume can grow enough to justify at least a North Baltimore-CCX train pair.

Now ask "how does CSX maintain CCX lanes to/from StL?", I don't know if these lanes still exist (because the service was so slow with more than one block swap) but because there's no StL-North Baltimore IM train, the CCX block would get swapped out somewhere along the Big Four IM route from StL and ride manifest trains through Cumberland.
