After years of service, you learn to take everything both the carrier and the union says with a grain of salt.

Several truths here....the injury reports are not posted on bulletin boards....they are in our tablets which we cannot access while working...only the running orders and timetables.....if it looks like a duck, sounds like a duck....walks like a duck...it's probably a duck...

Reading the linked document I see the union's point.

It is rare for someone to look at their rule book and timetable, they aren't going to hunt for some safety bulletins.

Funny how times change. When the big management bonuses were based on hiding injuries, I mean "safety",
the TM or RFE would meet crews and have briefings based on the latest safety bulletin.  Time marches on, soon
PSR will join Quality, Red Block, Safety and other fads in the dust bin of railroad history.

When I worked in automotive manufacturing we always knew when OSHA was coming It was time to clean things up and sweep things under the rug. Same thing with scheduled Quality Control Inspections. Management might do some serious cleanup or backdate documents. But the customer was no better. They would put your feet to the fire for a one in a million defect but do a real dog and pony show with all the suppliers of a particular part, though great pains were made to document who made them right down to the heat number, location and date.
