Organized gangs in Chicagoland (Cook County, specifically) apparently know which trains to hit, and which containers to open to maximize their thieving power.

We also note those arrested were released.  Coverage at the link from ABC/Disney owned and operated station WLS-TV, billing itself as "ABC7 Chicago Eyewitness News."
