CSX Collinwood Yard to downsize

In the endless trashing of good railroads, I am told that CSX wants to downsize Collinwood (Cleveland) even more.  Move trains out of CLE and of course lengthen their crew districts.  A three step process involves getting rid of jobs, inspectors, etc.  

Crews can now work CHI-CLE (357 miles) on IM trains.

It seems Willard is making a comeback
Lots of money was spent upgrading last year
It may have something to do with this situation

Is Willard making a come back?  The impression I got from the CSX video is that they mostly just added some new yard switches and are doing much needed maintenance on some of the yard tracks; it seemed to be less of a rebuild than what CSX did at Cumberland.

Willard is also starting to originate trains again
Other than locals
Cincinnati and Chicago seem to be the destinations

Because the way things are result from previous poorly thought out changes,
and,
the change only makes things worse.

Does CSX still have a Willard-Chicago Pool for IM trains? I know they did back in the 90s.
Does anything still change crews at Garrett, IN still??

I’m not a 100% sure on this.
Willard to Chicago crew pool is no longer.
It appears everything changes crews at N Baltimore
Other than the UPS intermodals Chicago to Cleveland.
Garrett crews now go to Cincinnati Toledo and possibly Columbus if operating via Fostoria. The CP trains did change crews at Garrett. Due to the trouble getting to and from there yard on the north side of Chicago
This may no longer take place
Someone else may have better information than me
