NS ex-CR symbols- letter suffixes

This may seem like an odd question, but why doesn't NS use the entire alphabet? It seems to fall in a specific pattern of A/E/G/J/K/M/N/Q/R/T/V/W/Z, with the occasional C and Y. At first, I figured it was for clarity, but then 21M and 21N sound (and look) alike, as an example. Hmmm.
