I've never seen any logic to the color selection. Later repaints were done in the larger billboard Gothic scheme in black, and I believe some were also repainted with red lettering, either partial or the complete car. I suppose it depends on your modeling time frame, but yes, certainly by the 1970s, the 2-bay ACF and PS-2 cars of all colors were used in the same service - cement. A few were also used in company sand service. Again, I've never seen any published consensus/explanation as to what the color variations meant with regards to type of service.
