I did a pond for one of the HO layouts I am currently doing.  I never tried Lilly pads before and this seemed a good time to try some.
I used a small awl with a little green paint on it. I waited about 45 minutes for the EnviroTex to begin setting up. Then carefully dipped the awl in and out slowly.  I did that for each pad.  As the EnviroTex set up, the pads puckered a little.  (Just like the real pads.) I work on this layout once a week and today I pained on the flowers.

Those are really nice!

Here's some I made up with another method, after the Woodlands Scenic Water had hardened.  The pads are felt pads purchased at an office supply for putting on bottoms of stuff to keep from scratching a desk, with a nick cut out with an Exacto knife.  Flower buds are small beads.
