Model Railroading > Building it backwards.

I have been working on a layout for a local fellow model railroader for some time.  We started with the lower level as a run through and staging.  However, as the National NMRA approached in Indy he had a company do the upper level sans scenery.  I have all the upper level finished...well 95%.
Then he wanted the lower level with some scenery, also.  I posted the pond with the lily pads a while back.  I am developing a museum in these photos.  As I was "planting" the houses, he pulled out the locos for the gold spike reenactment.  These will now be part of the museum.
