Model Railroading > horn for atlas rs1

I have an atlas rs1 with factory installed loksound.  I have tried to change the value of cv48 to 6 cause I want that particular horn, but nothing changes.  I thought i had followed the manual.

When you change the value of CV48 you then have to turn off the power to the track/decoder for the change to take effect.
